What the sources say

The decree defines a real-estate development and investment zone by the properties or parts included in its establishment decision, whether built or unbuilt. [1]

Scope & conditions: Offering a property for sale or calling it an opportunity does not make it a designated investment zone.

The official definition allows a Syrian or non-Syrian natural or legal person to be a developer/investor when licensed to undertake real-estate development and investment under the decree. [1]

Scope & conditions: Developer eligibility does not automatically grant foreigners ownership of every property or remove third-party rights.

The Council may allocate land from private state property on fair economic terms considering project size, type and location, under a system governing use of those properties. [2]

Scope & conditions: Allocation is a conditional power, not a promise of free land or automatic ownership transfer.
